All applications for registration are reviewed by CRTO staff. Occasionally, the Registrar may have to refer an application to the Registration Committee; for example, if the Registrar:
- Has doubts, on reasonable grounds, about whether the applicant fulfils the registration requirements;
- Believes that terms, conditions or limitations should be imposed; or
- Proposes to refuse to issue the application.
When an application for registration is referred to the Registration Committee, the applicant is notified of the referral in writing and has 30 days to submit additional information in support of the application. For example, the applicant may submit information that will help the Committee understand his or her individual circumstances; this may include written explanations, detailed employment history describing nature and intensity of their practice, reference letters.
A Panel of the Registration Committee will review the application for registration and any other documents submitted by the applicant. This is a paper review only (i.e., applicants do not attend the review). Following the review the Panel may direct the Registrar to:
- Issue a certificate of registration;
- Issue a certificate of registration with terms, conditions and / or limitations;
- Request more information;
- Refuse to issue a certificate of registration.
A copy of the Panel’s Order and Reasons is provided to the applicant. If the applicant is not satisfied with the decision he / she may appeal the Panel’s decision to the Health Professions Appeal and Review Board (HPARB), an independent review board established under the Regulated Health Professions Act (RHPA).
On average, the Registration Committee meets every eight to ten weeks. It may take up to ten weeks for the Registration Committee to review an application for registration and make a decision.
