The CRTO Council acts like a Board of Directors. The role of the Council is to oversee the regulation of the practice of Respiratory Therapy in the public interest and to set overall policy direction for the CRTO.
Council is composed of nine Professional Council Members (elected by their peers) and at least five Public Council Members (appointed by the Lieutenant Governor in Council).
In addition to Council, the CRTO has statutory and non-statutory committees that support the work of the Council. The Council elects the members of the Executive Committee and the Executive Committee in turn appoints the members of the other Committees. Committees are composed of Council members and Committee appointees.
Council and Committees are supported by staff who also carry out the day-to-day operations of the CRTO.

CRTO Committees
Committees play a crucial role in advancing the CRTO’s mandate of regulating the respiratory therapy profession in the public interest. They support the work of the Council and help to carry out the core functions of the CRTO. The CRTO has seven (7) statutory Committees whose functions are defined under the Regulated Health Professions Act, 1991 (RHPA). The CRTO may also establish non-statutory committees such as the Finance and Audit Committee. The committees are composed of Council members and appointed Professional and Public Committee Members.
Statutory Committees
Executive Committee acts on behalf of the CRTO Council and is accountable to Council for the decisions and actions it takes. It has all the powers of Council between Council meetings except for making, amending, or revoking by-laws or regulations.

Registration Committee is responsible for developing policies and advising Council on issues related to entry‐to‐practice and registration requirements. Panels of the Registration Committee review applications referred by the Registrar when, for example, an applicant does not meet the registration requirements.

Patient Relations Committee is responsible for the CRTO’s Patient Relations Program, which includes the prevention of sexual abuse of patients and the administration of the Sexual Abuse Therapy and Counselling Fund. The Committee also advises Council on opportunities to enhance patient relations through, for example, training and awareness related to diversity, equity, and inclusiveness.
